The capability of each Technician is tested with a comprehensive written examination. During the practical exercises, randomly selected individual Technicians are rotated through "stations" for evaluation to comply with 29 CFR 1910.120 (q) (8) (i) and (ii). Individual manipulative skills are tested in a realistic environment.

Team operation is tested utilizing a simulated incident. A detailed written report assists with the development of revised guidelines. Deficiencies are identified with suggestions to improve capabilities based on observations from the exercise.

This comprehensive assessment examines various aspects of team operation. Conducting a review of the emergency response program will:

  • Determine compliance with the Emergency Response Program Planning Guidelines;
  • Identify emergency response program deficiencies and weaknesses; and
  • Prepare a final report outlining the development of a plan to correct any noted weaknesses and deficiencies.

The on-site evaluation will assess program compliance with guidelines. Both objective and subjective analytical techniques will be utilized to gather information from the following sources:

  • The facility Emergency Response Plan, standard operating procedures (SOPs), pre-incident plans and other related supporting documents.
  • Inspection of emergency response vehicles and equipment, and related documentation.
  • Review of training outlines, records and other related documentation.
  • Meetings and interviews with selected individuals. These will include the Fire Chief, Facility EMS Coordinator, Industrial Hygienist, Training Coordinator and a representative of the Local Emergency Planning Committee.
